This bill is necessary due to the Biden administration’s incompetent response to the COVID-19 pandemic combined with the WHO’s mismanagement of the crisis.

The Honorable Ron Johnson
Senator for Wisconsin
328 Hart Senate Office Building
Washington, DC 20510
Dear Senator Johnson,
On behalf of the over 2.1 million members of AMAC – Association of Mature American Citizens,
including nearly 50,000 members residing in Wisconsin, I write to offer our support for S.444, the “No
WHO Pandemic Preparedness Treaty Without Senate Approval Act.”
The language of S.444 is clear; any international agreement on pandemic prevention, preparedness, and
response reached by the World Health Assembly, the decision-making body of the Word Health
Organization (WHO), must be subject to US Senate ratification. This means that any convention or
agreement that results from negotiation by the WHO’s intergovernmental negotiating body must be
defined as a treaty and therefore requires the advice and consent of super majority of the US Senate.
In making that definition, we claim our sovereignty. Anything less would cede a significant portion of our
sovereignty to the WHO. In allowing the WHO and organizations like it to exercise authority over our
citizens, we allow an agency with no stake in the welfare of our country, with no respect for her history,
to define the course of her future. Ceding our sovereignty to the WHO allows an undue foreign influence
over the citizens of the United States of America.
Your bill is necessary due to the Biden administration’s incompetent response to the COVID-19
pandemic combined with the WHO’s mismanagement of the crisis. If it becomes law, your legislation
will ensure not only our continued sovereignty, but should also help to restore the American people’s
confidence in their personal liberties and freedoms.
Thank you, Senator Johnson, for introducing such important legislation. AMAC is pleased to offer our
organization’s full support for S.444, the “No WHO Pandemic Preparedness Treaty Without Senate Approval Act.”
Sincerely,
Bob Carlstrom
President
